Roads

Overview

Council provides a Customer Service System that enables residents or visitors to our Shire to register problems with roads, drainage, public conveniences, footpaths and cycleways within the Council’s jurisdiction and arrange to have these fixed.

This service does not include problems within private property.

The after hours service relies on phone calls initially being placed to the Customer Service Centre which are then relayed to the after hours service provider by following the keypad instructions in the recorded message.

  • Construction of Roads

    Council has a Five Year Works Implementation Program and Annual Works Program for Roadworks.

    Council has a Five Year Works Implementation Program and Annual Works Program for Roadworks.  Council’s Engineering Department, through its Design Office and Construction Workforce, aims to complete annual jobs such as Road Construction, Drainage jobs, Installation of Roundabouts, Footpath and Bikeway Construction to mention a few.

  • Driveway or Crossover

    Property owners must apply to Council to have a permanent access or crossover installed. Details can be found here.

    Before installing a driveway or access to a property, an application form must be made to Council so that levels can be set for grading and drainage purposes.  A fee applies if the driveway is a second access.

    Application forms should be submitted at least five working days before construction commences, so as to allow Council’s Design Office to inspect the area, take levels and design a suitable grade for the crossover.

    General Information:

    An Application to Lay Pipes in Council’s Road Reservation is usually lodged by a farmer to lay a pipe across a Council Road to service a farm on the opposite side of the road from his pump.

    Form:

    • The applicant should read the conditions on the application form first in case they unwilling to accept one of the conditions and decide not to lodge the application.
    • The applicant is required to complete, sign the Application Form and pay the required fee.
    • A site map is also required with the application, showing the location of the pipe in relation to their property boundary, an electrical pole (number required) or another fixed structure.  Distances are required to be marked on the map.  The pipe must be laid at a right angle to the road direction.  An application can not be lodged until a site map is provided.
    • A traffic management plan will be required prior to the commencement of any works on Council’s roads.
    • If the pipe is to be laid under a bitumen road, a restoration fee is required for repair to the road where it has been opened. A private works form is to be completed and an invoice for reinstatement will be sent to the applicant after the work is completed. Reinstatement is based on actual cost recovery plus 10%GST. A quote for reinstatement can be obtained beforehand.

    Approval Advice:

    The applicant will receive the signed form in the mail, and after receiving this approval will be able to commence works.

    NOTE: If a farmer wants to run a pipe along the road, an officer from Council’s Design Office will need to speak to the applicant about the application.

    General Information:

    An Application to Lay Underground Electricity in Council’s Road Reserve is usually lodged when a new house is being built and the applicant needs to get electricity from the pole to their property. Applications are usually lodged an electrician.

    Sometimes, an application may also need to be made by a farmer requiring to get electricity to a new pump.

    All electricity cables are to be inspected once they have been laid (while the trench is still opened) to ensure all conditions have been complied with. An applicant is to give at least 24 hours notice to arrange an inspection.

    Underground electricity isn’t to go under or along a road and is only to travel a short distance. If an applicant wants to cross a road with electricity, they are required to go through Ergon and arrange overhead power. If the applicant wants to travel a distance along a road, they are to put the cable inside their own property (or make arrangements with the property owner – possibly private easement) and only go on Council land from the property boundary to the pole.

    If an applicant requires something over and above the normal application, an officer from the Design Office will speak to them about their options.

    Form:

    • Applicant fills out the application form.
    • It is recommended that the applicant read the conditions first in case they don’t agree with one and decide not to put in the application.
    • The applicant is to indicate on the map provided (a) or (b) and provide measurements if these don’t apply.
    • The applicant signs the form and pays relevant fee.

    Approval Advice:

    The applicant will receive the signed form in the mail and after receiving this approval, can commence works.
